Joseph Califano is an American political figure who served as US Secretary of Health, Education, and Welfare from 1977-1979 under President Jimmy Carter and is the Founder and Chairman of the National Center on Addiction and Substance Abuse, a role he has held since 1992. Prior to these roles, Califano served as Special Assistant to President Lyndon B. Johnson and was his top domestic aide.
